ArmA is one of those games that runs mostly of your CPU, I have a Intel i7 4790k. so it might be your CPU.

My game runs around 25-45 fps on recruiting server, but a little lower on training server...

AMD FX(tm)-6350 Six-Core Processor ~4.2GHz
GeForce GTX 660 Ti
8GB RAM
